Enabling WebP background images when using PICTURE tags with JS WebP/Lazy Load

"picture WebP" only supports img elements, but could be extended to optionally allow using the functionality in JS WebP and/or the Lazy Load function to support CSS background images. So img elements would still be JS-free, but only use the JS methods for CSS support.
